Cross-lease title - land claims and insurance excesses

In a cross-lease title both owners have common interests in the one block of land. So, should there only be one land claim and one excess payment shared by the owners?

EQC advises:

No, as in order to claim for land damage there needs to be a dwelling. If there are multiple dwellings there will be multiple claims, each attracting an excess as per the Earthquake Commission Act 1993.
