If a house has to be partially or totally re-clad as a part of a repair, does insulation have to be installed to bring it up to code and if so, at whose expense - the property owner or the insurer?

We’re assuming here that the repair is part of the Canterbury Home Repair Programme (CHRP).
If there was previously no insulation, the owner can choose to install insulation at the owner’s own expense in areas that are exposed during earthquake repairs (e.g., during the recladding). This is the case even if the insulation work isn't earthquake related.
Insulation that needs to be repaired as part of repairs to earthquake damage under the CHRP is covered as part of your claim.

Southern Response advises:
For repair work, generally insulation does not need to be installed as part of the earthquake repair. If a customer chooses to have insulation installed during the repair process and if it is viable to do so, then we would allow insulation to be installed at the customer’s expense.
There is no requirement for insulation to be installed as part of this repair. If the home owner would like to pay for the materials and installation they are welcome to.
In relation to the Westpac policy wording Lumley will consider:
Any additional costs to repair or rebuild the damaged portion of the home which are required solely to comply with any current legal requirements, provided that:
a) you did not receive notice of these requirements before the loss occurred, and
b) your home complied with the existing requirements at the time it was originally built, and at the time of any alterations.
