EQC advises:

TC categories are not split over one property.  Please refer to CERA and MBIE for guidelines.

Ministry of Business, Innovation, and Employment advises:

No, the Technical Categories were assigned based on information known at the time and are not being reassigned. Refer to http://www.building.govt.nz/tc-questions-info. They provided a starting point for the level of geotechnical investigations required.

Rebuilds in TC3 will require deep geotechnical investigations and the Chartered Professional Engineer may determine that the house can be built using TC2 foundations if ground conditions are better than what might be anticipated in TC3 areas.

Further information on foundations for garages is provided in MBIE Canterbury Residential Guidance and Homeowner Information Sheet | Guidance on repairing or rebuilding garages in the Canterbury Green Zone ; http://www.building.govt.nz/canterbury-garages-homeowner-info
